India and Mauritius have significantly strengthened their energy partnership by signing a Government-to-Government (G2G) Memorandum of Understanding (MoU) on cooperation in the oil and gas sector. Alongside the MoU, Indian Oil Corporation Limited (IOCL) and Mauritius’ State Trading Corporation (STC) concluded a five-year Sales and Purchase Agreement for petroleum products.

Why is the Deal Important for India?

  • India as a Regional Energy-Security Provider: India is gradually emerging not merely as an energy consumer but also as an important refining and petroleum-product supplier. According to the Petroleum Ministry, India has an annual refined petroleum-product output of around 267 million metric tonnes (MMT) across 23 refineries, making it a net exporter of refined petroleum products.   • First-of-its-Kind Long-Term Agreement Beyond South Asia: The government has described the agreement as the first long-term supply agreement concluded by an Indian PSU oil marketing company outside South Asia in recent years. This is important because it demonstrates the growing international commercial reach of India's public-sector energy companies.
  • Strategic Importance of Mauritius: Mauritius occupies an important position in the south-western Indian Ocean. For India, relations with Mauritius are important because of maritime security, Indian Ocean connectivity, trade and investment, energy cooperation, development partnership and strong historical and people-to-people links.
  • Indian Ocean Dimension: The Indian Ocean carries major international shipping and energy routes. Island states such as Mauritius are therefore strategically significant for maritime connectivity and regional stability. India's growing economic and energy engagement with Mauritius complements its broader approach towards the Indian Ocean based on security, development partnership and regional cooperation.

Why is the Agreement Important for Mauritius?

  • Energy Security: The five-year commitment provides Mauritius with a stable and dependable source of essential petroleum products. This reduces the risk of sudden supply shortages caused by disruptions in international energy markets.
  • Protection against Global Energy Disruptions: The agreement has acquired additional significance amid geopolitical tensions affecting international energy markets. Mauritius Prime Minister Navinchandra Ramgoolam highlighted that the partnership would help the country maintain continuity of energy supplies and protect its economy from external disruptions.
  • Reduced Exposure to Price Volatility: According to India's Ministry of Petroleum and Natural Gas, the long-term arrangement is intended to provide security of supplies and protection from price volatility. However, this should not be interpreted as meaning that Mauritius has received permanently fixed fuel prices; the official announcement primarily emphasises long-term supply assurance and reduced exposure to volatility.

New Marine Fuel Storage Facility

  • During Hardeep Singh Puri's visit was the ground-breaking ceremony for Indian Oil (Mauritius) Ltd's 27.5 TMT bunker marine fuel storage facility at Mer Rouge, Port Louis.
  • Bunker fuel refers to fuel supplied to ships. The facility can support marine fuel availability, port-related energy infrastructure, shipping and maritime services, Mauritius' position as an Indian Ocean maritime hub and Indian energy companies' overseas presence. 

Biofuel Cooperation: Green Dimension of the Deal

  • The G2G MoU provides for cooperation in biofuels, including knowledge exchange, research, training and capacity building. This introduces an energy-transition dimension into India-Mauritius cooperation.

Mauritius and Global Biofuels Alliance

  • The Global Biofuels Alliance (GBA) was launched during India's G20 Presidency in 2023 to promote international cooperation and development of sustainable biofuels. What is the Bharatiya Antariksha Station?

  • The Bharatiya Antariksha Station (BAS) is India’s planned modular space station that will serve as an orbital platform for scientific research, technology development and human spaceflight activities.
  • According to the Department of Space, ISRO has worked out an overall configuration comprising five modules. The Union Cabinet had already approved the development and launch of the station’s first module, BAS-01, by 2028, as part of the expanded Gaganyaan programme.
  • The remaining modules are planned to be added progressively, with the complete station targeted for establishment by 2035.

BAS and Gaganyaan: How are they connected?

  • The Bharatiya Antariksha Station is closely linked with India’s Gaganyaan human spaceflight programme.
