TRAI Launches Digital Connectivity Rating Platform for Properties

Why in News?

• The Telecom Regulatory Authority of India (TRAI) has launched the Digital Connectivity Rating (DCR) Platform to assess and rate the digital connectivity of properties across residential, commercial, and government buildings.
• The platform will help consumers check the quality of mobile and broadband connectivity in a property before purchasing or occupying it.

What is the DCR Platform?

• The DCR Platform is an integrated digital platform developed to provide a standardised rating of digital connectivity within buildings.
• Consumers can use the platform to:
  • Search for rated properties by property name, certificate ID, or location.
  • Compare the digital connectivity of different properties.
  • Verify digitally signed rating certificates using a QR code.
  • Check the availability and quality of mobile and broadband connectivity.

How is a Property Rated?

The DCR framework assesses digital connectivity using several parameters, including:

• Fibre readiness
• Mobile network availability
• In-building connectivity solutions
• Wi-Fi infrastructure
• Availability of services from multiple telecom service providers.
• Mobile signal strength within the building.

The parameters are given different weights based on the availability and strength of digital connectivity.

Why is Digital Connectivity Rating Important?

• Digital connectivity has become an essential part of modern buildings. A large share of mobile and broadband usage takes place inside buildings.
• According to TRAI Chairman Anil Kumar Lahoti, around 80–90% of mobile and broadband usage occurs within building premises. Therefore, reliable indoor connectivity is important for consumers.

Regulatory Framework

  • The framework will initially operate on a voluntary basis.

Current Status of the DCR Platform

• As of the launch, 23 accredited Digital Connectivity Rating Agencies (DCRAs), 11 property managers and 7 properties were registered on the platform.
• TRAI will not directly regulate certification prices. Registered rating agencies must publish their ceiling rates on the portal, while actual charges will be determined through market competition and negotiations.
